If you mean Sandbox, then yeah, you should be able to use it in sandbox mode. Just select Sandbox while adding PayPal info into the system.

You can cancel subscription from Subscriptions page. If you want to change the plan, that is associated with the subscription, then you can do it from plans page.

It is not possible to change prices of active plans. You have to create a new one. User’s subscribed to a current plan will stay subscribed even if you disable the plan but disabling the plan will prevent it from showing on the subscription page.
