Yes, if theme or multilingual plugin (for ex. WPML) renders given page in RTL language, MinervaKB will switch to RTL mode automatically, no configuration required. RTL styles are added in plugin stylesheets already.
How do I add table of contents?
There are two way table of contents is displayed: inside article body or as a widget in sidebar. Table is built dynamically from heading tags (h1-h6) in article text. You can simply add headings in WordPress content editor. To display table of contents inside article you only need to enable dynamic table of contents in settings and add some headings in article contents. To display table of contents in sidebar you need to disable it in article body (there is a switch in global Table of contents settings) and add Widget to KB Article Sidebar in Appearance – Widgets. It will be rendered only for articles that have headings in content. You may also make Article sidebar sticky and enable ScrollSpy feature.
