1 and 3 can be edited from ChatBot pro->Language center. No. 2 – these options can be enabled be enabled from Settings->General

You can set global Retargeting offers. There is no way to set offers or chat for specific users.
You can create Booking and other types of forms with the Conversational form addon. It does not integrate with other services.
