By creating a variable product with multiple variations, it can be possible. i.e. one variation for buying once without discount, another variation for monthly subscription, another variation for yearly subscription, etc. For subscription enabled variations, you can set discounted price.

2 & 3. Automatic recurring is supported with Stripe – Credit Card payment method(using WooCommerce Stripe plugin).

Getting one initial price and different recurring amount can be achievable using Paid Trial feature. You can set Paid Trial Fee which will be charged for one time at the time of purchase and subscription price will be charged for future renewals.
Multiple subscription options can be given by creating variable product with multiple variations. For example, one variation for one time payment, another 3 variations for 3 subscription options.
