A customer adds products to their cart and when they reach the checkout, they will find “Quote request” among the payment methods. By choosing this solution, a WooCommerce order will be generated in “On quote” status, including shipping costs, of which you will receive emails like any other order. You can then edit this special order from the WordPress backend, customizing prices, quantities, products, etc., just like any other order. At this point, you can make your proposal to the customer by setting the status to “Quoted”, which sends the order proposal to the customer. The customer can decide to accept by paying for the order based on the payment methods present on your site, or not.
