This is a warning message! not Error. Actually, you need to install the free version when you using v7.5.0 Element Pack Pro.

That’s why we are showing this message or notification on the WP dashboard for our client [ ”From version v7.5.0, the Pro/Premium versions of Element Pack would require the installation of the Free Version plugin” ]
