Changing to portrait mode will require to reposition all questions layout and update new design assets, it is not recommended since the game is only build for landscape mode.
When you say “questions layout” do you mean this via html,css and js or just image assests?
The game is build with HTML5 canvas, all the layout need to be change in JS and include game assets.
You can check out Quiz Game 2 which is build without canvas, responsive from landscape to portrait, just go to portfolio to preview the game.

This is a very simple canvas game make with CreateJS, just upload the folder to server to run the game. All questions and answer are load from XML files, or you can run the build-in editor tool to edit the question.
Most default settings are in JS file, very easy to change by value like font size, position or colours. And to reskin you can change the image assets by replacing them.

The game already have few sample of category and questions just like what you see in preview link. You can edit the questions in XML file easily, the language is depend on the web font use for the game whether it support to display the text.
