Yes, for the automatic Live streaming part, this is required. If you create the live events manually in Facebook, this is not required.

To solve it, you will need to log in to your site using FTP or cPanel and delete the following folder from your server’s storage:
WP_Installation_Folder\wp-content\plugins\facelive-live-stream-broadcaster

The plugin is able to post content to groups where you are an admin, however, Facebook will require additional permissions to be granted to your APP (granted by review), before they allow it to post to groups. Apps can post by default to pages you control.

Unfortunately, the plugins you mentioned are not creating custom post types when users create forum posts. To make this plugin work, you need to find an alternative that will create custom posts to your site.

Well, this plugin currently supports configuring of the target Facebook page where the user will go live only in the backend, currently front end streaming settings is not supported.

If you have a remote server (on which your site resides) than you do not need to leave your computer on while streaming, your server will manage the streaming part.
If your site is running on your local computer (localhost install) than you need to leave your computer running while streaming. However, this is usually not the case, so you almost for sure can turn your local computer off while streaming, it will continue to work.
