Thanks for asking this question, yes you can publish this app on play store and google will approved it. When someone’s buy source code then reskin the app before publishing. so you can reskin it before publishing.

You should use facebook ads and should have option to remove wallpaper and category from app , And app should have offline catching option too App backend is firebase ?

From admin app, admin can only add photos and categories
