This is an add-on for the Premium URL Shortener script he has, which has stats on the urls that are shortened, so technically yes it can do that, but you need the Premium URL shortener script found here: http://codecanyon.net/item/premium-url-shortener/3688135

Unfortunately this is not a standalone URL shortener. This uses the API feature of the main script (installed and running) and transfers the core functionality to WordPress.
