Is the regular license allow user to publish the ads, get paid, and buy the subscriptions ( Package) on the Advertiser part?

I understand the codecanyon rules. However, I fail to understand this on your script. Because all developers have different setup. So I will ask again, on the regular script the advertiser would be able to make payments on the script? Please is a yes or no question.
From our end, we just provide some additional priority services to our clients when they purchase an Extended License. And which author has a different setup please let us know.
Im not selling to anynoby. Im doing for my business, but I just wanted to make sure that when a adversite would require my business, he would be able to make the payment to me in order to start working on the their ads.

If i simply send traffic to any redirect link of any banner of an advertiser then will the clicks count in the report section and balance of an advertiser get deducted (1 points = 1 click) or i have to send the traffic in the banner only? Actually my advertiser works with website url only so i need to count clicks when the web url gets traffic.

why does you need cpanel password ? and URL ? for support ?
