no sir, user must have to select a theme to build a website, then he can design the page as want based on our existing 14theme sections.

hello, sorry i didn’t really understand it, i want cms that i can create websites for my clients and i want to give them limited permissions so thy can edit elements ( text, image, price, ) no codes, and each client can has 1 website only, also i can develop custom php code for new page only for this client and he can mange only the elements, you can say like wordpress, can this script do that, right now i loged in as Al Ahsan username he has 33 websites, if i chooce one of them i can manege all things jobs, Appointment,Events,Donation Activities, but this website only for wedding,
you have 14+ theme option you can create any website using them, you can also develop your own theme and plugins for your specific client need. you also have option to restriction permission for particular price plan.
