You need to upload the package and run it on a localhost web server or your own shared host to export the game client from admin. In folder Documentation have an index.html open it to see how to install web server. Let me know if it help solve your issue
I have already uploaded the files from the unzipped luckywheel.zip to my PHP based server, but it still loads as empty.

ya you can adjust wheel.html to index.html. After export the game client can run and spin on none web server environment.
It also can playable in any app chat like IG, Facebook Chat, Skype, Samsung Line, etc…

To upload it to Wordpress, is it through a plugin or in a post with html? The other, this in wordpress would work by IP or by User?
with current package 16$ to upload to Wordpress you need zip export assets of wheel client and upload it to your web server and then unzip it.
After that create new post with an iframe and point to html file wheel.html (wheel client).
