“4.3 Spam Don’t create multiple Bundle IDs of the same app. If your app has different versions for specific locations, sports teams, universities, etc., consider submitting a single app and provide the variations using in-app purchase. Also avoid piling on to a category that is already saturated; the App Store has enough fart, burp, flashlight, fortune telling, dating, drinking games, and Kama Sutra apps, etc. already. We will reject these apps unless they provide a unique, high-quality experience. Spamming the store may lead to your removal from the Apple Developer Program.”

I got that fixed. Now when trying to archive the app I get this error. If the user can enable the “option” from settings, why would he pay for the app? How do you monitor paid or free user?

The content blocking rules are active while the active subscription period.
If the user is not subscribed – he/she is still able to active the app via the device settings but the app will do nothing and blocking rules will be not accessible.

Unfortunately, the user can not create the black list. I was thinking about this feature but I will probably add it in the future update. Currently the app blocks ads in Safari.
