No, I does not require any admin panel as all of it is controller by the Chat GPT. And the app is totally free with Ad Network integrated. If users want to remove the Ads, they can go with the in app subscription plan. Otherwise the app is free to use.

Ok. SO in simple terms, When someone buy code they need to take subscription from OpenAI API. They have variable fee, like in beginning stage you may have to pay $10 (+-) each month for API. In the documentation we have clearly mentioned all the links and procedure.
