You can do it with custom css. But the easiest way is to upload gif format logo.

As we said, it’s very light weight and almost zero impact in website performance, it will load no image neither GIF nor SVG, it’s basically CSS.
And it’s definitely compatible with Elementor. As well as with any themes and plugins.
