Unfortunately, the plugin you are aiming for is not the best fit for AIKO Developer. In this type of plugin there are A LOT of details you need to define, provide and check and it is better to take an incremental, stage by stage approach.
You need to break the functionality into the small pieces and try to do them incrementally. The AIKO plugin keeps persistent state of current functional requirements and current code, so you can improve the current state of things in iterations by referring back to the issue it needs to be sorted out.
You can also revert back to the previous state by using WP native revisions as the entire state is kept in them.
In addition you get the suggestions from the model related to functional requirements too, not only the code that reflects them.
So if you are asking if the AIKO is just a shallow wrapper around OpenAI API, it is not, it provides added value.

You would hardly achieve the logic and ui for building flexible shipping rules, but if you have a specific shipping rule you wish to implement on your site, it can do that.
So, if you wish to create universal commercial plugins such as WooCommerce, Elementor, or our Bold Page Builder, the technology is not there yet. But if you have a specific need for your site, it will will certainly be helpful.
