1) yes, we have plan for Laravel upgrade but cannot share any ETA / promise for any feature due to our negative experience
2) unfortunately, thats not possible to say why php artisan command not running becuase its running on our end.
You need to create virtual host (like – ecommet.test) in your local machine & install the project there
Our developers are using mamp pro, laragon. they can create host easily
