Does the plugin need to be activated individually on each subsite, or is it to be activated once network wide?
You can activate plugin through both ways. Enable it on individual sites or opt for Network Enable.
can tis use video from other websites, not just youtube?

So I’m asking for my money back, so I can continue looking for a plugin to import my YouTube content into my website.

Actually with the plugin, the videos uploaded on your Youtube Channel will get automatically posted to your WordPress site. So you can upload one video twice however post name should be different.
We have integrated Youtube API and yes it will be supported.
