The tools work with and without API. If you don’t want to use API then you will need VPS or cloud hosting with root access. On VPS you can use most of the tools without any api by simply installing some tools on your server. The installation guide is available in the documentation.

Please contact your hosting and ask them if they provide you root access and if they do then you are good to go otherwise you need to get hostinger VPS.

Yes you can install MonsterTools on shared hosting but in order to use the tools you will have to use third party API for several tools.
Are you talking about the pdf tools? Are these third-part APIs free or paid?
There are more tools like Image Compressor, Image to Text, Screenshot Generator, PDF tools and few others but all the integrated third party API’s except MOZ offers limited free usage.
