Admin can see all tickets already, You can check in demo, if any tickets assigned to any other agent then admin can see that tickets also.

You can update your own resources in arabic locale file manually from the API project.

You have to manually replace existing font to arabic font, its up to you to use which arabic fonts you want to apply.

Yes, If you have not SSL in site then you have to allow less secure app options for that Gmail account in google settings to work to send emails.
