I followed all the steps, but it didn’t work. As for activation, there is no explanation for the method.. The explanation is not understood by that. This is really frustrating.

Thank you for reaching out. Yes, it’s safe to upload in play store if you remove Youtube ( which you can easily hide from admin panel ). Yes it’s accepted by Admob as well. We are not uploading any app in playstore due to our internal policy.

Is there possibility to add Facebook Ad Network (FAN) or StartApp or MoPub?
Because Admob on these types of apps get disabled.
