I want to use Admin Options and Customizer Options for same settings, so that uses can customize the theme via Admin Options or Customizer as per their habits.

I put same options in admin-options.php and customizer-options.php, both can display the options, but only one of them can save the options properly.

Any ideas?

I will create the plugin settings panel with your system And I need to use the fields in a separate menu other than the admin settings. for example: I need a text field, Textarea, icon, editor, select .. which are repeated in a separate menu by a dedicated system and store data in a custom database. Is it possible to use? Let me say that my menu is a wp submenu where load a completely custom content and I do not use WordPress post types. There seems to be a great need to use the fields of this framework individually or in a specific group in some sections.
