If you mean admin panel then you don’t need it to run the game ..
You can use the local database to store all data.
About admob, google play didn’t refuse my apps before for admob so i think it is compatible.

It is not error .. it is only because you need to change the minSdkVersion and target verdion in build gradle with sdk you use ..

There was an old library for admob but it is deprecated for about 2 or 3 years ago.
So i used to mention we use the new one in all my items

And to make it easier, we collect all texts in strings.xml file so you can translate them quickly and you will replace alphabet for english with your alphabet also in strings.xml file.

how we can manage from admin panel
Admin panel is for adding new levels after publishing. When you publish your game and want to add new levels you can add them from admin panel instead of publishing new version. And the user will get notified in the app if there are new levels.

You will get the source code of the admin panel and host it in your server .. then you will put its link in strings.xml and access it easily
There is a video tutorial in documentation show you how to configure it easily
