No, you cannot limit the user from booking tickets. The agent can add buses via admin panel but not issues tickets. These features can be done as an additional customization.

I download the app package already, but can’t find web_service folder & database folder

There is a folder called “for existing customers”, kindly follow the documentation given in that folder. We have also provided the query to be executed in your database in the same documentation.
