1) How can I keep the left main menu open permanently so I can see icons and text
2) How can I setup recurring billing with no ending date
3) How can I hide some left main menu sections
Opening menu and hiding some items can be done by simple edits in the default theme. but unfortunately timber don’t support recurring billing. It support subscriptions in which new bill created after specific periods.

You can create subscriptions and set Frequency to 1 year to create a bill each year for the client.

Yes it support subscriptions and paypal payments. But you will be responsible for creating new invoice for the service.
