Yes, it is ready with everything as a full application. It has notification, Google AdMob, good looking design, completed app logic and also in-app purchase. So, everything is packed for you to promote the app and earn money.
However, as it is on mass marketplace where many people can buy the same project – you need to make some re-skin of the app and then upload on AppStore. There will be detailed documentation with all information about the re-skin process.
