Is it possible to setup different commission fees per vendor? Per tier we have differen comission structures. Also, the 20 beta-testers do not pay any fees, but only a trasaction fee of 2%.

You can set the different commission fees per vendor wise as well global commission fee.

This is an marketplace plugin and can work with our multivendor marketplace only.
If you are using default WooCommerce then in that case we need to make a new plugin for you by the help of customization only.
