Is this Universal Application for iPhone and iPad?

The app is only for iPhone.

Which version of xCode I should use?

xCode Version 9.0 (9A235)

Does the app have web administration area, from where I can create recipes?

No it doesn’t. The app takes the recipes from a simple .xml file, where you have to create your recipes using any Text Editor.

Do you guarantee that the app will be approved by Apple?

Of course we can’t guarantee you such thing, especially when we know how different are Apple’s requirements each time an app is submitted. What we know is that until now we do not have complains about app rejections.

How to translate the “Favorites”, “Shopping List” and “About Page” items from the Left Sliding Menu?

Open LeftMenuViewController.swift and look for the tableView function. It starts on line 42:

Here, you have to change the definitions of cell.menuTitleLabel.text = “Favorites”, cell.menuTitleLabel.text = “Shopping List” and cell.menuTitleLabel.text = “About Page”.
