Where to find good developers?

Our company has had lousy success finding a local (Wisconsin) developer, and we’re getting frustrated. We’ve tried posting to elance, but we only get applications from Europe and Asia. We’ve tried contacting local universities and tech schools to see if they have any recent grads looking for a job, but that hasn’t worked (so far).

Where do you go to find good people? Any advice would be welcome.

Try contacting a consulting firm and pick up a temp to hire contract…
