Nope, should be no monthly charges. But you may get different fee’s when receiving money. Best to check the fee page for your countries paypal website

I didn’t want to upgrade but as I’am reaching the receive limit I have to upgrade to Premier or Business Account and send theme some Info about me. Today I’ve received 120€ from a client and they charged ~5€. Thanks.
