First off, a solution: most likely the issue is that you uploaded the entire download zip, instead of the plugin inside it. Unzip the file you downloaded and read the instruction manual inside, it should explain what you need to do. If not, you can contact the author (click the user name on the product page) – this is a general CodeCanyon forum.
Second, if the product you purchased really is defective, you can contact Envato and they will provide you a refund. You can submit a ticket here: http://support.envato.com/
Third, you only posted your original question an hour ago, and in the wrong place; the issue you are having is very likely user error. Therefore, threatening PayPal reporting is uncalled for.
All products in the marketplace have been tested and work properly. If for some reason you find a problem, Envato will make it right.
