Looking for Mobile app that redirects a user to a specific site

I have clients who simply want a app that brings a user to their mobile site after downloading the app from a store.

I would like to purchase a code/template setup to do this for a iphone, droid and blackberry.

The only features the app needs to do is:

- Allows me to create the icon that appears on the mobile device after it is installed - When clicking the icon, it should display a startup image (that i can change) for 5 seconds then redirect a user to s specific page (that i can change) on the web. - Thats it!

Also, would need some quick tips on how to upload to app store for iphone, droid and blackberry

Any help would be greatly appreciated!
