I consider myself a “legit” freelancer and I think your idea is ridiculous. Of course I would not borrow your copy of Flash to do the work – that would be breaking the terms of Adobe’s license – but Flashden licenses are for using the files, not customizing them.
I’ve customized dozens of Flashden files so of course I have copies of the originals in my client folders. If I ever wanted to use one in a project of my own (either the original, of which I have a copy, or my customized version) I would buy a license from Flashden.
I’ve been writing and customizing software for over 20 years and I’ve never once heard of a developer being required to purchase a copy of software his client wants customizing if he never intends to use for any other purpose.

I guess so, and, much as I dislike the idea, if I though it would actually stop the problem (real or perceived) of “Phreelancers”
I would go along with it (and of course pass on the cost to the client), but to enforce the policy would require setting up a formal freelance/client contact section (re-inventing the FreelanceSwitch Flash Job Board within Flashden) and banning freelance requests with contact info from the forums or file comments. Probably not going to be on the Envato agenda for a long time.

Of course there is nothing wrong with your idea as a possible solution to the Fake Freelancer problem. My ill-considered “ridiculous” comment was really only meant to reflect the fact that in 20+ years of software engineering I have never come across, or even heard suggested, such an imposition on the developer. A better term for me to have used would be “unprecedented”.

I’ve had a PSD file coded by a freelancer here. I must admit that I went with the cheapest and fastest bid. I had never hired a freelancer before. I did not check reference or the coding work. I sent my file and received the coded work back within 24 hours. This person even included more than I asked. I was very pleased and will use him again if I every buy another PSD template. Did I mention that I was very pleased!
