This is correct, you can activate now and any fee would simply be charged following your next load.

The Payoneer MasterCard is a debit MasterCard card, and is accepted wherever debit MasterCard is accepted, worldwide.

Then why is not working in INDIA ,

As I said, the Payoneer card is accepted wherever debit MasterCard is accepted. At the moment, there are many issues regarding the local banking authorities in India, one of which being MasterCard availability. This issue effects all MasterCard cards and is not limited to Payoneer.

Payoneer does offer a local bank transfer service to those living in India. For more details, please contact indiasupport@Payoneer.com.
