Drop Down For Wordpress (Site Switcher)

Hello,

Wanting to know if anyone can create a plug in for a drop down menu in WP?

What I’m looking for is something like or similar to what is displayed here between the envato market places, the drop down menu in the upper left hand corner so a person can switch easily between the market places.

Have always liked it & wanting something like that to place on my WP sites.
